The Air Navigation (Restriction of Flying) (Charlbury, Oxfordshire) Regulations 2026

The Air Navigation (Restriction of Flying) (Charlbury, Oxfordshire) Regulations 2026 prohibit the flight of unmanned aircraft below 1,600 feet above mean sea level in a specified area of Oxfordshire. These restrictions apply from 30 July 2026 to 3 August 2026 to coincide with the Wilderness Festival.

The order applies to all unmanned aircraft operators, with specific exemptions for aircraft authorized by the Festival Republic Event Silver Commander or those operated by police air support units.

Arguments For

  • The Secretary of State asserts that restrictions are necessary in the public interest due to the intended gathering of a large number of persons at the Wilderness Festival.

  • The Civil Aviation Authority and the Department for Transport state that these restrictions are required for reasons of public safety and security.

  • Proponents may argue that the exemptions for police air support and authorized event personnel allow for necessary security monitoring and emergency response while maintaining the restriction for the general public.

Arguments Against

  • Legal scholars or drone operators might argue that the definition of "large number of persons" is not quantified in the document, leaving the threshold for such restrictions to ministerial discretion.

  • Impacted parties, such as hobbyist drone pilots or commercial aerial photographers, may object to the total exclusion zone during a multi-day period, citing a lack of alternative access for non-event related activities.

  • Critics might question the administrative burden of the permission process, as it requires contacting a specific individual (the Festival Republic Event Silver Commander) whose contact details are not explicitly provided within the legislative text itself.
