The Civil Enforcement of Parking Contraventions Designation (No. 2) (Amendment) and the Civil Enforcement of Parking Contraventions Designation (County of Cambridgeshire) (Huntingdonshire District) Order 2025

This order designates Huntingdonshire District in Cambridgeshire as a civil enforcement area and special enforcement area for parking contraventions under the Traffic Management Act 2004.

It also amends the 2020 Order to include previously excluded roads in Surrey within their civil enforcement and special enforcement areas.

The Secretary of State consulted relevant police authorities before making this order, which comes into force on July 29, 2025.

Arguments For

  • Improved Parking Enforcement: The Order aims to improve parking enforcement in Huntingdonshire, Cambridgeshire, and Surrey, potentially leading to better traffic flow and reduced congestion.

  • Increased Revenue for Local Authorities: The designated areas can generate revenue from parking fines, which can be reinvested in local infrastructure or transportation projects.

  • Clarification of Enforcement Areas: The Order clarifies which areas are subject to civil parking enforcement, reducing ambiguity and ensuring fairness.

  • Alignment with Existing Legislation: The Order operates under the powers granted by the Traffic Management Act 2004, ensuring consistency and legal validity.

Arguments Against

  • Potential for Increased Fines: The increased enforcement could lead to higher numbers of parking fines, impacting drivers financially.

  • Limited Public Consultation: The Order might not adequately reflect the views and concerns of local residents and businesses.

  • Implementation Costs: The costs associated with implementing the designated zones and monitoring enforcement might strain local authority resources.

  • Disproportionate Impact: The new enforcement zones may disproportionately impact certain groups within the community (low income drivers for example) if not properly managed.
