The Train Driving Licences and Certificates (Amendment) Regulations 2026

Published: Wed 29th Apr 26

These Regulations amend the Local Government Pension Scheme (England and Wales) Regulations 2013, enacting changes to the operational framework, governance, and financial aspects of the LGPS for local authorities in England and Wales, affecting how contributions are calculated, benefits are accrued, and the scheme is administered.

Arguments For

  • The amendments introduce necessary updates to align the LGPS with broader regulatory and economic changes affecting public sector pensions.

  • Implementing changes to the scheme effectively manages long-term financial liabilities for local authorities and taxpayers.

  • Adjusting contribution rates and benefit accrual rules helps ensure the long-term sustainability and solvency of the pension fund.

Arguments Against

  • Changes to pension calculations or contribution structures may reduce the real value of retirement benefits for scheme members and impact their financial planning.

  • Amending the scheme requires significant administrative effort from local authorities in communicating changes and updating payroll systems.

  • Alterations to accrued rights or future benefits can lead to industrial relations issues and potential legal challenges from employee representatives.
