The M25 Junction 10/A3 Wisley Interchange Development Consent (Amendment) Order 2026

Published: Thu 16th Jul 26

Adjusted speed limit classifications, road lengths, and traffic regulation plans for the M25 Junction 10 and A3 interchange project.

Amends the M25 Junction 10/A3 Wisley Interchange Development Consent Order 2022 to modify speed limit classifications and technical documentation.

It removes specific national speed limit designations for the M25 main carriageway and slip roads from the original order, as these are regulated by separate variable speed limit legislation.

The order also revises the recorded lengths of free-flow slip lanes between the A3 and M25 and updates the certified version of the Speed Limits and Traffic Regulation Plans used for the project.

Arguments For

  • The Secretary of State asserts that the changes are non-material under paragraph 2 of Schedule 6 to the Planning Act 2008.

  • The order states that removing certain speed limit rows from the Development Consent Order avoids duplication, as these limits are already prescribed under the M25 Motorway (Junctions 7 to 16) (Variable Speed Limits) Regulations 2012.

  • The document notes that a specific road entry relating to the A3 Painshill junction is removed because the proposed works to that section are no longer being carried out.

  • Proponents indicate that the amendments correct technical document references and adjust recorded slip lane distances to match revised traffic regulation plans.

Arguments Against

  • Legal observers might note that designating a change as 'non-material' bypasses the more rigorous examination process required for material changes under the Planning Act 2008.

  • Commuters or local authorities might express concern regarding the clarity of speed limit enforcement if local orders are removed in favor of broader national regulations.

  • Technical stakeholders may find the reduction of specified slip road distances (e.g., from 205m to 39.12m) suggests significant alterations to the physical layout that could impact traffic flow modeling.

Citation and commencement

  1. This Order may be cited as the M25 Junction 10/A3 Wisley Interchange Development Consent (Amendment) Order 2026 and comes into force on 17th July 2026.
