The M48 Motorway (Severn Bridge Crossing) (Temporary Prohibition and Restriction of Traffic) Order 2026

Published: Mon 6th Jul 26

The Secretary of State for Transport imposes temporary traffic restrictions and prohibitions on the M48 Severn Bridge Crossing to facilitate essential maintenance, including waterproofing and resurfacing.

The order mandates a 30 miles per hour speed limit on specified lengths of the motorway, establishes a contraflow system, and authorizes nightly road closures for up to 18 months beginning July 6, 2026.

These regulations apply to all road users, excluding emergency services, maintenance vehicles, and directed traffic officers.

Arguments For

  • The order states that restrictions are necessary because waterproofing, resurfacing, inspections, and associated maintenance activities are proposed for the M48 motorway.

  • The Secretary of State asserts that the safety of traffic requires these restrictions during the execution of works.

  • The document notes that the Secretary of State has considered the existence of alternative routes suitable for the traffic affected by the order, as required by the Road Traffic Regulation Act 1984.

Arguments Against

  • Local commuters or haulage companies may raise concerns regarding the 18-month duration of the works period and potential delays caused by the 30 mph speed limit.

  • Road users might question the impact of nightly total closures on cross-border travel between England and Wales and the capacity of alternative routes to handle diverted traffic.

  • Legal analysts may note that the specific times for nightly closures are flexible at the discretion of the traffic authority via signage, which could lead to uncertainty for journey planning.
