This order may be cited as the Old Trafford Regeneration Mayoral Development Corporation (Establishment) Order 2025 and comes into force on 23rd January 2026.
The Old Trafford Regeneration Mayoral Development Corporation (Establishment) Order 2025
This Order legally establishes the Old Trafford Regeneration Mayoral Development Corporation, effective January 23rd, 2026, granting it authority over a specific Mayoral development area defined by a designated map.
The Secretary of State makes the Order by exercising powers under the Localism Act 2011, as modified by the Greater Manchester Combined Authority (Functions and Amendment) Order 2017, following notification from the Mayor regarding the area designation and the corporation's intended name.
Arguments For
Establishes a focused body with specific powers granted by the Localism Act 2011 (as modified by the 2017 Order) to drive regeneration in the designated Old Trafford area.
Provides clarity on the geographical extent of the Mayoral development area via a specific map referenced in the Order.
Streamlines administrative processes for regeneration projects by establishing a dedicated Mayoral Development Corporation, which can expedite planning and development decisions.
The establishment follows necessary statutory procedures, including notification by the Mayor regarding the area designation and corporation naming.
Arguments Against
Creation of a new corporation might lead to duplication or jurisdictional overlap with existing local government planning functions in the area.
The precise boundaries of the Mayoral development area rely solely on an external map, which requires consulting specific physical or digital documents for full understanding.
The Order states no significant impact on the private, voluntary, or public sector is foreseen, suggesting a potentially limited scope or that significant impacts have not been fully assessed or detailed within the Order text itself.
Centralization of planning powers into a Mayoral Development Corporation may reduce direct democratic oversight compared to decisions made solely by constituent local authorities.
The Secretary of State makes this Order in exercise of the powers conferred by section 198 of the Localism Act 20111 (“the 2011 Act”) as modified by article 4 of, and the Schedule to, the Greater Manchester Combined Authority (Functions and Amendment) Order 20172(“the 2017 Order”), having been notified of the designation of a Mayoral development area, and of the name to be given to the Corporation for the area, by the Mayor pursuant to section 197(6)(b) and (c) of the 2011 Act as modified by article 4 of, and the Schedule to, the 2017 Order.
The Secretary of State formally institutes this legal instrument using powers granted by Section 198 of the Localism Act 2011.
These powers are updated ('modified') by Article 4 and the Schedule of the Greater Manchester Combined Authority (Functions and Amendment) Order 2017.
The action was taken only after the Mayor officially informed the Secretary of State of both the geographical area designated for Mayoral development and the specific name chosen for the new Corporation, according to powers in Section 197 of the 2011 Act.
