The Oxford Street Development Corporation (Establishment) Order 2025
This Order legally establishes the Oxford Street Development Corporation, effective from January 1st, 2026, pursuant to powers in the Localism Act 2011.
The Secretary of State makes the Order following notification from the Mayor of London regarding the designation of the Mayoral development area, which covers the Oxford Street area within Greater London, mapped precisely for reference, and names the newly established body the “Oxford Street Development Corporation.”
Arguments For
Establishes a dedicated governance structure (the Corporation) specifically focused on the regeneration and development of the Oxford Street area, likely leading to more efficient decision-making and concentrated investment.
The establishment is based on powers provided within the Localism Act 2011, fulfilling legal requirements for creating Mayoral development areas and corresponding corporations, ensuring legal continuity.
Designating a specific Mayoral development area provides legal certainty regarding the geographical scope of the Corporation's powers and responsibilities, aiding in focused urban planning.
Arguments Against
Creating a new development corporation might introduce duplication of effort or potential friction with existing local authority planning functions in Camden and the City of Westminster.
The Order states no significant impact on the private, voluntary, or public sector is foreseen, which might downplay potential complexities or costs associated with establishing and running a new administrative body.
Centralizing specific development control powers over a defined area might reduce localized democratic oversight previously held by borough councils within the designated zone.
The Secretary of State makes this Order in exercise of the powers conferred by section 198 of the Localism Act 2011 (“the 2011 Act”).
The Mayor of London has notified the Secretary of State of the designation of a Mayoral development area and of the name to be given to the Corporation for the area pursuant to section 197(6)(b) and (c) of the 2011 Act.
The Secretary of State is issuing this legal Order using powers granted by Section 198 of the Localism Act 2011.
This action follows the Mayor of London informing the Secretary of State about the official designation of the specific geographical area intended for development and the chosen name for the Corporation that will manage it, as required by Section 197 of the same Act.
