The Power to Award Degrees etc. (Hull College Group) Order of Council 2015 (Amendment) Order 2025
This Order, made by the Office for Students under the powers of the Higher Education and Research Act 2017, formally amends the existing 2015 Order concerning Hull College Group's power to award degrees, extending the fixed term of this competence to expire at the end of the day on March 30, 2029.
The procedure involved obtaining advice from the relevant body regarding the quality and standards of the higher education provided by the institution.
Arguments For
Extends the specified period during which Hull College Group is competent to grant specific awards, ensuring continuity of its higher education provision until March 30, 2029.
Maintains the regulatory oversight framework by operating within the powers conferred by the Higher Education and Research Act 2017, following required consultation procedures with the relevant advisory body.
Arguments Against
Alters an existing formal legal instrument (the 2015 Order), necessitating administrative effort and publication costs for a legislative variation.
Extends the temporary status of the competence rather than granting a permanent status, potentially deferring a final decision on the institution's long-term standing regarding degree awarding.
The Office for Students, in exercise of the powers conferred by section 45(1) of the Higher Education and Research Act 2017
, makes the following Order.
The Office for Students has requested advice from the relevant body regarding the quality of, and standards applied to, higher education provided by the provider, and has had regard to that advice in accordance with sections 46(1)(c) and (7) of that Act.
The Office for Students has complied with the procedure on giving notifications in accordance with section 48 of that Act.
The Office for Students issues this Order using the authority granted under section 45(1) of the Higher Education and Research Act 2017.

Additionally, the Office has followed the necessary procedural steps for issuing notifications as required by section 48 of that Act.
