The Air Navigation (Restriction of Flying) (Tottenham, London) (No. 2) Regulations 2026

Prohibited unmanned aircraft from flying below 1,100 feet within a 0.25 nautical mile radius of Tottenham Hotspur Stadium on two specific dates in October 2026.

These Regulations prohibit the operation of unmanned aircraft at or below 1,100 feet above mean sea level within a specific radius of Tottenham Hotspur Stadium on 4 October and 11 October 2026.

The restrictions apply to all drone operators except those who obtain explicit permission from the Tottenham Hotspur Stadium Head of Security.

The Secretary of State issued these orders to ensure public safety and security during events involving large crowds.

Arguments For

  • The Secretary of State asserts that the restrictions are necessary in the public interest due to the intended gathering of a large number of persons at the location.

  • The Civil Aviation Authority and the Department for Transport state that the measures are required for reasons of public safety and security.

  • The regulations provide a mechanism for authorized flight, allowing the Tottenham Hotspur Stadium Head of Security to grant specific permissions for unmanned aircraft to operate within the restricted zone.

Arguments Against

  • Operators of unmanned aircraft may face limited access to the airspace around the stadium for the duration of the specified dates.

  • The document does not specify the exact nature of the "large number of persons" or the specific security threats being mitigated, which may lead to questions regarding the proportionality of the geographic scope.

  • Compliance relies on pilots being aware of Co-ordinated Universal Time (UTC) adjustments, as the restrictions are timed to UTC rather than British Summer Time.

  1. These Regulations may be cited as the Air Navigation (Restriction of Flying) (Tottenham, London) (No. 2) Regulations 2026 and they come into force on 4th October 2026.
