The Northampton General Hospital NHS Trust (Establishment) (Amendment) Order 2026
Adjusted the HGV Road User Levy rates for various vehicle categories and emissions classes starting 1 April 2024.
These Regulations increase the HGV Road User Levy rates for heavy goods vehicles using public roads in the United Kingdom.
The measures apply to all operators of heavy goods vehicles weighing 12,000 kilograms or more, establishing new charging tiers based on the vehicle's weight and its Euro emissions class.
The Secretary of State for Transport oversees these adjustments to ensure the levy amounts reflect current economic conditions and environmental objectives.
Arguments For
The Explanatory Memorandum states that these amendments ensure levy rates are uprated in line with inflation to maintain the real-term value of the charge.
The document specifies that the tiered charging structure, based on vehicle weight and Euro emissions standards, incentivizes the use of newer, cleaner heavy goods vehicles.
Proponents argue that the levy ensures heavy goods vehicles contribute to the costs they impose on the road network, including wear, tear, and environmental impacts.
Arguments Against
Logistics industry representatives have expressed concerns that increased operating costs may be passed on to consumers through higher freight prices.
Trade associations have previously questioned the complexity of the tiered system, particularly for smaller operators managing fleets with varying emissions standards.
Economic analysts have noted that flat inflationary increases do not account for fluctuations in fuel prices or other significant overheads facing the haulage sector.

The rates are bifurcated by emissions standards: 'Euro VI or newer' vehicles generally pay lower weekly, monthly, and yearly rates than 'Euro V or older' vehicles within the same weight band.
While the daily rate remains fixed at £10.00 for all categories, the yearly rates vary significantly, ranging from £400.00 for the lightest, cleanest vehicles to £1,150.00 for the heaviest, older vehicles.
