The Power to Award Degrees etc. (National Film and Television School (The)) (Amendment) Order 2025

Published: Thu 17th Apr 25

The Power to Award Degrees etc. (National Film and Television School (The)) (Amendment) Order 2025 extends the National Film and Television School's authorization to award specified taught degrees.

The Office for Students, following advice and established procedures under the Higher Education and Research Act 2017, amended the 2023 order to extend the authorization from April 9, 2026, to April 8, 2029.

The amendment ensures the school can continue offering its degrees without interruption.

Arguments For

  • Intended Benefit: Extending the authorization allows the National Film and Television School (NFTS) to continue offering degree programs, ensuring educational continuity for students and maintaining the school's operational capacity.

  • Legal/Historical Basis: The amendment is made under the powers conferred by sections 42(1), 43(1), and 44(1) of the Higher Education and Research Act 2017, following advice from the relevant body and established notification procedures.

  • Evidence Cited: The Office for Students' decision reflects their assessment of the NFTS's quality and standards in higher education.

  • Implementation Methods: The amendment directly alters the existing Power to Award Degrees etc. (National Film and Television School (The)) Order 2023, effectively extending the authorization period.

Arguments Against

  • Potential Impacts: While unlikely, a prolonged authorization might inadvertently limit other institutions' opportunities to offer similar programs. There's no automatic accountability mechanism for the NFTS within the extension parameters.

  • Implementation Challenges: No significant challenges are anticipated in the implementation of this adjustment, as it involves a straightforward amendment to the existing order.

  • Alternative Approaches: The Office for Students could have opted for a shorter extension or a more rigorous review process before granting an extension of this length.

  • Unintended Effects: No direct negative impacts are foreseen. However, continuous assessment of NFTS's performance is crucial to ensure that the benefit outweighs any unforeseen consequences.
