The School Admissions (Admission Arrangements and Co-ordination of Admission Arrangements) (England) (Amendment) Regulations 2025

Published: Thu 16th Oct 25

These Regulations, made by the Secretary of State under powers within the School Standards and Framework Act 1998, amend the 2012 School Admissions Regulations by specifically updating Schedule 4 to include a new recognized entry for the Nancy Reuben Primary School and the Office of the Rabbis of Od Yosef Hai Synagogue, Hendon, detailing its location, and these rules come into force on November 6th, 2025, and apply to both England and Wales.

Arguments For

  • Ensures the statutory admission arrangements for a specific new or existing school (Nancy Reuben Primary School) are correctly codified within the national regulatory framework.

  • Clarifies which specific religious representative and school are recognized for oversight or consultation regarding admission arrangements, providing administrative certainty necessary for compliance.

  • The amendment is minor and targeted, suggesting a swift, low-impact update to maintain accurate legislative records regarding religious school admissions practices.

Arguments Against

  • Any amendment to centralized admissions legislation, however minor, requires local authorities and schools to review and potentially adjust their administrative processes, incurring minor overhead costs.

  • Including a specific religious body in Schedule 4 may be viewed as preferential treatment or an unnecessary legislative codification of arrangements that could otherwise be handled through existing local governance frameworks.

  • The regulations extend to Wales despite only making specific amendments related to an English school and being made under powers related to the School Standards and Framework Act 1998 (which primarily governs England), necessitating scrutiny regarding true cross-border applicability.

The Secretary of State makes these Regulations in exercise of the powers conferred by sections 88C, 88F and 138(7) of the School Standards and Framework Act 1998.
