The National Savings (Remediation Scheme) (No. 2) Regulations 2026
These Regulations establish the National Savings (Remediation Scheme) (No. 2) to authorize the Director of Savings to make payments to the personal representatives of deceased persons whose estates suffered losses because the Director mistakenly retained certain National Savings holdings, such as bonds, certificates, or stock, after the holder died; the scheme defines what constitutes an eligible claim, sets out the methodology for calculating compensation—which provides for the greater of applicable contractual interest or a benchmarked rate plus 1%—and allows for payment of consequential losses, extending its scope across England, Wales, Scotland, Northern Ireland, the Isle of Man, and the Channel Islands.
The Public Service Pensions Act 2013 (Amendment of Section 3) Order 2026
This Statutory Instrument, made by HM Treasury in June 2026 and effective from July 1st, 2026, amends Section 3 of the Public Service Pensions Act 2013 by specifically removing the exemption that previously existed for scheme regulations made by the Scottish Ministers concerning fire and rescue workers and members of a police force; this action removes those specific regulations from the list of those that do not require prior consent from HM Treasury.
The Conservation of Habitats and Species (Offshore Wind) (Amendment etc.) Regulations 2026
These Regulations, made under the Energy Act 2023, amend the 2017 Conservation of Habitats and Species Regulations and the Conservation of Offshore Marine Habitats and Species Regulations to introduce a specific framework for securing compensatory measures related to 'relevant offshore wind plans or projects' approved despite negative environmental impact assessments.
The amendments effectively disapply existing general duties regarding site coherence and introduce a new mechanism requiring compensatory measures to benefit the UK MPA network proportionately, selected according to a published compensation hierarchy, with specific approval and review responsibilities assigned to the Secretary of State, Welsh Ministers, and Scottish Ministers across England, Wales, Scotland, and Northern Ireland.
The Combined Authorities (Overview and Scrutiny Committees, Access to Information and Audit Committees) (Amendment) Order 2026
This Statutory Instrument, the Combined Authorities (Overview and Scrutiny Committees, Access to Information and Audit Committees) (Amendment) Order 2026, amends the 2017 Order to formally designate independent remuneration panels established by Combined Authorities (CAs) and Combined County Authorities (CCAs) as 'relevant remuneration panels' under Schedule 5BA of the 2009 Act and Schedule 2A of the 2023 Act concerning the payment of allowances to appointed commissioners.
Correction Slip
This statutory instrument correction notice addresses typographical errors within The Income Tax (Tax Treatment of Scottish Carer Supplement and Exemption of Carer's Additional Person Payment) Regulations 2026, specifically requiring that the term 'Carer's Additional Person Payment' be uniformly corrected to 'Carer Additional Person Payment' throughout the main title, the first regulation, regulation 2(5), and the Explanatory Note to ensure precise legal drafting and consistency.
The Northern Ireland Troubles (Legacy and Reconciliation) Act 2023 (Commencement No. 2 and Transitional Provisions) (Amendment) Regulations 2026
These Regulations, made by the Secretary of State, amend the earlier 2024 Commencement Regulations concerning the Northern Ireland Troubles (Legacy and Reconciliation) Act 2023, specifically extending the deadline for investigating bodies to prepare or complete their criminal investigation reports under the transitional provisions from April 30th, 2026, to October 31st, 2026.
The Customs (Northern Ireland) (EU Exit) (Amendment) (No. 2) Regulations 2026
These Regulations, officially titled The Customs (Northern Ireland) (EU Exit) (Amendment) (No. 2) Regulations 2026, introduce a technical amendment to delay the enforcement date of a preceding Statutory Instrument, specifically S.I. 2026/393.
The Treasury exercised powers under the Taxation (Cross-border Trade) Act 2018 to move the commencement date for specific customs amendments in Northern Ireland from April 20th, 2026, to May 25th, 2026.
The Electricity and Gas (Energy Company Obligation) (Amendment) (Specified Period) Order 2026
This Statutory Instrument, made on March 25th, 2026, amends the preceding Electricity and Gas (Energy Company Obligation) Order 2022 by extending the overall period of the Energy Company Obligation (ECO) scheme by nine months, shifting the end date for the home-heating cost reduction target from March 31st, 2026, to December 31st, 2026.
The Order also adjusts several associated deadlines for remaining procedural steps, applications, and measure approvals under the ECO scheme across England, Wales, and Scotland, ensuring consistency with the newly defined final date.
