The Income Tax (Pay As You Earn) (Amendment No. 2) Regulations 2025

These Regulations, enacted by the Commissioners for His Majesty’s Revenue and Customs, amend the Income Tax (Pay As You Earn) Regulations 2003, which come into force on November 24th, 2025.

The primary changes substitute references relating to the 'Inland Revenue' with 'HMRC' in two specific areas: the interpretation definition and the regulations concerning the use of unauthorized electronic communication methods.

These amendments are largely consequential and aimed at updating terminology and allowing Commissioners to undertake functions previously reserved for officers.

The Northern Ireland Troubles (Legacy and Reconciliation) Act 2023 (Commencement No. 2 and Transitional Provisions) (Amendment No. 2) Regulations 2025

These Regulations, made by the Secretary of State for Northern Ireland using powers under the Northern Ireland Troubles (Legacy and Reconciliation) Act 2023, formally amend a previous commencement regulation (S.I. 2024/584).

Specifically, they extend the transitional deadline for investigating bodies to prepare or complete investigation reports or take subsequent actions from October 31, 2025, to April 30, 2026.

The Welfare Reform Act 2012 (Commencement No. 35) (Abolition of Benefits) Order 2025

This Order, made under the Welfare Reform Act 2012, sets out the final appointed dates for bringing into force provisions that abolish several legacy benefits, including Income Support, income-based Jobseeker’s Allowance, and the income-related elements of Employment and Support Allowance (ESA), as claimants transition to Universal Credit (UC).

Key dates include December 1, 2025, for converting certain 'old style ESA' awards, and April 1, 2026, for the general abolition of Income Support and income-based JSA for remaining cases.

The Order also addresses the cessation of Housing Benefit for working-age claimants moving out of temporary or specified accommodation after November 14, 2025, and allows temporary administrative delay in preparing claimant commitments for converted ESA cases.
