The Competition Act 1998 (Public Transport Ticketing Schemes Block Exemption) (Amendment) Order 2025

This Order, enacted in exercise of powers under the Competition Act 1998, amends the Competition Act 1998 (Public Transport Ticketing Schemes Block Exemption) Order 2001 following a recommendation from the Competition and Markets Authority.

The key changes involve removing the fixed expiration date for the exemption, thereby making it permanent unless reviewed, adjusting definitions related to connecting services—specifically regarding trunk bus services—and removing the definition of a "working day" to align with the main Act.

The document confirms the amendments extend across England, Wales, Scotland, and Northern Ireland, and sets a new mandatory review date of 1st January 2031.

The Police Act 1997 (Criminal Records) (Amendment) Regulations 2025

These Regulations, made under powers in the Police Act 1997, amend existing criminal records regulations from 2002 and 2009 to introduce two new purposes for obtaining enhanced criminal record certificates.

First, they include assessing an applicant's suitability to hold a licence under the Pedicabs (London) Act 2024.

Second, they allow for enhanced checks, including barring list checks, when assessing a registered health care professional’s suitability to work with children or vulnerable adults if they are employed or contracted by the Secretary of State for Work and Pensions.

The Borough Council of Calderdale (Elland Station and West Vale Access Package) (West Yorkshire Plus Transport Fund, Transforming Cities Fund) (Calder and Hebble Navigation Bridge) Scheme 2022 Confirmation Instrument 2025

The Secretary of State for Transport confirms the Borough Council of Calderdale’s Scheme, enacted under the Highways Act 1980, which authorizes the construction of a multi-span bridge over the Calder and Hebble Navigation.

This bridge is a component of the Elland Station and West Vale Access Package, intended to provide essential pedestrian and cycle access to the proposed Elland Rail Station from the north bank, while ensuring navigational requirements of the waterway are met.

The Merchant Shipping (Vessels in Commercial Use for Sport or Pleasure) Regulations 2025

These Regulations update and consolidate the legal framework governing merchant vessels used in commercial activities related to sport or pleasure, applying to UK vessels globally and other seagoing vessels in UK waters, excluding those carrying more than twelve passengers or pleasure vessels not engaged commercially.

The legislation details specific survey and certification requirements based on vessel size (large vessels subject to the REG Code, small vessels subject to the SCV Code), establishes appeal processes including arbitration for survey disputes, outlines certificate validity and conditions for cancellation, sets out operational requirements, and defines offenses and detention powers for enforcement against non-compliant vessels.

The Crediting of Third Country and Military Certification for Air Traffic Controllers Regulations 2025

These Regulations empower the Civil Aviation Authority (CAA) to grant credit towards UK Air Traffic Controller (ATCO) licence requirements for specified training and experience obtained by applicants holding either a third-country ATCO licence or a UK military certificate of competence.

This credit can manifest as a reduction in course duration, the number of lessons, or specific training hours, provided the CAA obtains and assesses a comprehensive credit report from a training organisation confirming the equivalence of the prior training to the UK ATCO training requirements, excluding cases covered by existing international agreements.

The European Registers of Road Transport Undertakings (Disclosure of Information) (Amendment) Regulations 2025

These Regulations, enacted under the European Union (Future Relationship) Act 2020, amend several pieces of assimilated legislation concerning the European Registers of Road Transport Undertakings (ERRU) to align UK procedures with post-Brexit requirements established by the Trade and Cooperation Agreement (TCA) through SCRT decisions.

The modifications focus on updating data disclosure requirements for road transport operators, specifying new data fields such as risk rating bands and vehicle registration numbers in electronic registers, adjusting timeframes for data access, and refining the classification of serious infringements that could lead to the loss of good repute, ensuring continuity and cooperation between the UK and EU regarding road transport operator licensing and oversight.

The Civil Enforcement of Parking Contraventions (County of East Sussex) (Amendment), Bus Lane Contraventions (Approved Local Authorities) (Amendment) and Moving Traffic Contraventions Designation Order 2025

This Order, made by the Secretary of State under the powers conferred by the Traffic Management Act 2004, serves to amend existing regulations concerning parking contraventions in East Sussex, specifically expanding the designated areas within Hastings and Lewes.

Furthermore, it designates parts of Cambridgeshire County Council's area for bus lane contravention enforcement and designates specific parts of the areas governed by Brighton and Hove City Council, Calderdale, Cornwall Council, Dorset Council, Kirklees Borough Council, Knowsley Metropolitan Borough Council, Milton Keynes City Council, and Slough Borough Council as civil enforcement areas for moving traffic contraventions, effective from December 9th, 2025.

The A1 in Northumberland: Morpeth to Ellingham Development Consent (Revocation) Order 2025

This Order formally revokes the A1 in Northumberland: Morpeth to Ellingham Development Consent Order 2024 under the authority granted by the Planning Act 2008, following the Secretary of State determining that exceptional circumstances warranted discontinuation of the development consent without a formal application for revocation being submitted.
