The amendment specifically replaces a commitment in the Code of Construction Practice register regarding air quality effects, mandating the implementation of appropriate technology to enable a 60mph westbound speed limit enforcement zone on the M25 between junctions 26 and 27, coupled with detailed monitoring, reporting, and appropriate funding arrangements to prevent Adverse Effect on Integrity (AEoI) from nitrogen deposition.

The Road Vehicles (Type-Approval) (Amendment) (No. 3) Regulations 2025
Mandated compliance with UN Regulations 155 (Cyber Security) and 156 (Software Updates) for GB type-approval by amending key vehicle approval legislation and setting implementation deadlines.
These Regulations, made by the Secretary of State for Transport under powers derived from Regulation (EU) 2018/858, introduce mandatory compliance with UNECE Regulations No. 155 (concerning cyber security and cyber security management systems) and No. 156 (concerning software updates and software update management systems) for vehicles seeking Great Britain (GB) type-approval.
The amendments update Annexes II, IV, and XII of Regulation (EU) 2018/858 to incorporate these UN requirements and specify implementation deadlines, and also amend Implementing Regulation (EU) 2020/683 to update the associated information documentation and certificates of conformity templates.
The Regulations come into force on 13th November 2025 and extend across England, Wales, Scotland, and Northern Ireland.
The Unmanned Aircraft (Amendment) Regulations 2025
The Unmanned Aircraft (Amendment) Regulations 2025 amended EU drone regulations by replacing C-class prefixes with UK-prefixes, modifying scope definitions, introducing mandatory remote identification and geo-awareness requirements phased in by 2028, and shifting regulatory approval powers to the market surveillance authority.
These Regulations amend existing UK legislation deriving from EU Regulations (EU) 2018/1139, specifically affecting Commission Delegated Regulation (EU) 2019/945 and Commission Implementing Regulation (EU) 2019/947 concerning Unmanned Aircraft Systems (UAS).
The amendments introduce UK-specific branding for drone classes (replacing 'C' with 'UK'), clarify scope by excluding UAS under 100g MTOM or those operated wholly indoors, and impose new technical requirements for direct remote identification and geo-awareness on certain classes, with most technical changes commencing in January 2028.
Furthermore, the rules delegate authority for approving conformity assessment bodies from the Secretary of State to the market surveillance authority.
The Merchant Shipping (Fees) (Amendment) Regulations 2025
The Merchant Shipping (Fees) Regulations 2025 amended the 2018 Fees Regulations to extend their general application by three years and altered the expiry terms for the safety communications fee entry.
These Regulations, made by the Secretary of State for Transport with the consent of the Treasury under the Merchant Shipping Act 1995, amend the Merchant Shipping (Fees) Regulations 2018, chiefly by extending their general period of effect by three years until November 2028, while simultaneously terminating the effect of a specific fee entry related to safety communications fees after seven years.
