The Online Safety Act 2023 (Fees) (Threshold Figure) Regulations 2025
These Regulations, made by the Secretary of State following advice from Ofcom under the powers granted by the Online Safety Act 2023, establish the "threshold figure" at £250 million.
This figure determines which providers of regulated online services must notify Ofcom and pay fees to cover the regulator's online safety functions, with the threshold taking effect from the charging year beginning on 1st April 2026.
These Regulations update and consolidate the legal framework governing merchant vessels used in commercial activities related to sport or pleasure, applying to UK vessels globally and other seagoing vessels in UK waters, excluding those carrying more than twelve passengers or pleasure vessels not engaged commercially.
The legislation details specific survey and certification requirements based on vessel size (large vessels subject to the REG Code, small vessels subject to the SCV Code), establishes appeal processes including arbitration for survey disputes, outlines certificate validity and conditions for cancellation, sets out operational requirements, and defines offenses and detention powers for enforcement against non-compliant vessels.
These Regulations empower the Civil Aviation Authority (CAA) to grant credit towards UK Air Traffic Controller (ATCO) licence requirements for specified training and experience obtained by applicants holding either a third-country ATCO licence or a UK military certificate of competence.
This credit can manifest as a reduction in course duration, the number of lessons, or specific training hours, provided the CAA obtains and assesses a comprehensive credit report from a training organisation confirming the equivalence of the prior training to the UK ATCO training requirements, excluding cases covered by existing international agreements.
The Office for Students issues this Order to modify the existing 2023 authorisation granting S P Jain London School of Management Limited the power to award degrees, specifically by fixing the term of this authorization to run from September 1st, 2023, until the end of August 30th, 2027, confirming that statutory procedures regarding quality advice and notification have been followed.
The Private International Law (Implementation of Agreements) Act 2020 (Extension of Operative Period) Regulations 2025
These Regulations, made by the Secretary of State with consent from the Scottish Ministers and the Department of Justice for Northern Ireland, exercise powers under the Private International Law (Implementation of Agreements) Act 2020 to extend the 'operative period' for making associated regulations by five years.
The instrument formally extends the deadline for creating subordinate legislation under Section 2 of the 2020 Act from 13th December 2025 until the end of 12th December 2030, applying across England, Wales, Scotland, and Northern Ireland.
The Social Security (Residence in an EEA State or Switzerland) (Amendment) Regulations 2025
The Social Security (Residence in an EEA State or Switzerland) (Amendment) Regulations 2025 modify existing social security regulations concerning Invalid Care Allowance, Disability Living Allowance (DLA) care component, and Personal Independence Payment (PIP) daily living component for individuals residing in an EEA State or Switzerland.
These Regulations allow individuals who were in receipt of the relevant benefit provision under an applicable EU Regulation on December 31, 2020, to continue receiving those specific entitlements, provided they have maintained continuous receipt since that date and have not subsequently been habitually resident in the UK.
The Charities Act 2022 (Commencement No. 4 and Saving Provision) Regulations 2025
The Secretary of State makes these Regulations under the Charities Act 2022 to bring specific provisions of the Act into force across England and Wales on 27th November 2025.
This commencement primarily enacts technical improvements to charity law concerning the power of charity trustees to make small ex gratia payments without seeking prior authorization if conditions are met, and codifies the existing authorization powers held by the Charity Commission and the courts.
The Regulations also list specific property belonging to designated national museums and galleries that remains subject to existing prohibitions, preventing immediate commencement of the new rules for those assets, and include provisions to save the prior procedures for applications already submitted before the new rules take effect.
The Control of Mercury (Enforcement) (Amendment) Regulations 2025
The Control of Mercury (Enforcement) (Amendment) Regulations 2025 amend the 2017 Regulations to implement new restrictions on mercury, focusing specifically on dental amalgam within Northern Ireland as required by the 2024 EU amendment regulation concerning mercury.
These changes update customs enforcement powers regarding import and export prohibitions and clarify temporary exemptions for existing use and import of dental amalgam by registered dental professionals in Northern Ireland until the end of 2034, while also adding corresponding reporting duties.
